The Western Regional Jail is located in Barboursville just off of Interstate 64 in Cabell County, West Virginia. The facility, designed for a capacity of four hundred inmates, formally opened on December 13, 2003. The Western Regional Jail is composed of five counties; Cabell, Putnam, Mason, Lincoln and Wayne. The Western Regional Jail is primarily overseen by an Administrator, a Chief Correctional Officer, and 1st Sergeant.

Pursuant to West Virginia Code ยง 17-15-4, inmates who are sentenced to the facility serve the community in a variety of work programs inside, as well as outside of the jail. GED and Adult Basic Education programs are available to inmates. Chaplains make full use of the jail chapel not only on Sundays, but also on several week nights on a voluntary basis.

The facility provides for attorney/client visits, contact and non-contact visits, and up-to-date law library, reading library, classrooms and a chapel. The jail is equipped with extensive electronic security controls with provisions for central control of all areas in the event of an emergency. The jail also provides closed-circuit hearings from each county which saves time and money in transporting the inmates to and from court.

The jail employs approximately one hundred two uniformed officers, nineteen administrative and support staff. An additional twenty-two employees work at the jail through contractual arrangements to provide inmate medical care and food service. A clinical psychologist, medical doctors, and nurses are contracted to serve the jail population. Also, counselors are on staff for entry and follow-up counseling.

Merritt Creek Farm Mall and the Huntington Mall and local restaurants are located within five minutes of the jail. Beach Fork Lake in Wayne County is within 20 minutes' driving distance, which provides fishing and camping. Also, Barboursville Park is within 10 minutes from the facility which provides for fishing, picnicking and a ball park. Also the facility is close to Marshall University home of the Thundering Herd. The facility is also about forty-five minutes from Charleston, which also provides other outlet malls and entertainment.
