The Northern Regional Jail is located in Moundsville, West Virginia, and is one of ten regional jails that will ultimately be built in the State of West Virginia.  This facility, which opened in October 1994, is one of the only facilities in the country that houses both a regional jail and a prison.  Two of the four pods at Northern Regional Jail house pre-trial and misdemeanant jail inmates; and two pods, operated by the Division of Corrections, house convicted felons.  Each pod houses approximately a hundred inmates.  The jail serves five counties which include Brooke, Hancock, Marshall, Ohio, and Wetzel.

The Northern Regional Jail has a medical unit which is operated 24 hours a day, a gymnasium, dining facility, a classroom with a full-time teacher, a newly computerized booking area, counseling staff, a law library, and much more. The facility is staffed with fifty uniformed correctional officers and approximately seventeen non-uniformed support personnel.  The regional jail operations within the facility function on a military rank structure and are directed by an Administrator, a Chief Correctional Officer, and a 1st Sergeant.
Located in the Northern Panhandle of West Virginia and nestled against the Ohio River, Moundsville is a quiet community of approximately 15,000 people.  There are several historical landmarks in the area including the old West Virginia Penitentiary and the Indian Burial Mound and Museum.  Located within a short driving distance is the neighboring City of Wheeling. One of the nation’s oldest cities, historical Wheeling is home to the Capital Music Hall, Wheeling Downs Race Track and Gambling Resort, Wheeling Nailers hockey games, Ohio Valley Greyhounds indoor football league, and Oglebay Park, which offers golfing, horseback riding, swimming, tennis, a zoo, or just the great outdoors.

Across the river, and located just a few minutes away, is the location for the Jamboree in the Hills, which is loaded with the nation’s favorite country music stars and thousands of screaming fans in mid-July.  West Virginia is a beautiful state with a multitude of outdoor activities such as hunting and fishing.  In the Northern Panhandle Region, there is an abundance of streams, lakes, and, of course, the Ohio River.  For shopping needs, downtown Wheeling and the valley’s largest mall are both just minutes from the jail.  Pittsburgh is only an hour from the jail where metropolitan life can be enjoyed ranging from the Andy Warhol Museum to professional sports teams, including the Pittsburgh Steelers  and Pittsburgh Pirates who moved into their new stadiums in 2001.
